Modern structural elements are often designed with congested networks of reinforcing steel, requiring the high-flow characteristics of Self-Consolidating Concrete (SCC) to prevent voids and honeycombing.
The penetration apparatus provides a rapid assessment of static segregation resistance of self-consolidating concrete. The ASTM C1621 J-Ring test, together with the C1611 Slump-Flow test, determine the passing ability of SCC, defined as the ability of the concrete to flow under its own weight to completely fill all spaces within the formwork. The L-Box offers an alternate method of determining flow, and is currently in use in Europe and some DOT’s in the United States.A non-mandatory appendix provides the following correlation: High Performance Concrete Bridge Decks Revisited High Strength Concrete for the Girders of Colorado's SH58 Ramp A Flyover FHWA Research Program on Lightweight High Performance Concrete ASTM Test Method for Static Segregation Resistance of Self-Consolidating Concrete This material is based upon work supported by the Federal Highway Administration under Cooperative Agreement No. Any opinions, findings, and conclusions or recommendations expressed in this publication are those of the Author(s) and do not necessarily reflect the view of the Federal Highway Administration. The accuracy of predicting camber and prestress losses in long-span bridges can be improved when measured values of concrete material properties are used.

The test apparatus and protocol were developed based on tests with SCC mixtures containing saturated surface dry coarse aggregates ranging in relative density from 2.67 to 2.79 and in nominal size from 3/8 to 1 in. The test method uses the penetration apparatus and an inverted slump cone shown in the photographs.
